When you download files through the Google Chrome web browser, the default location to save the files is in the Download folder of the operating system. You can change the default download folder to a sub folder within the Download folder or to any other folders of the computer including on the Desktop. If you will be downloading many specific files from the internet, it is best to set the Google Chrome to save the downloads to a specific folder where you intend to save these specific files so that they are already organized. Hopefully in the future, it would be possible to set browsers to download specific files in their own specific folders without setting the default download folder each time, just like how it works on the Internet Download Manager (IDM) software.
Here are the steps to set the default download folder on Google Chrome web browser version 84, the steps are just the same or similar to fairly older or newer versions.
1. Click the CUSTOMIZE AND CONTROL icon that is located at the top right corner of the Google Chrome window that looks like three horizontal dots arranged vertically, and then click on SETTINGS option.

2. Click the ADVANCED category on the left pane to expand the list. (You need to maximize the Google Chrome window if the left pane is not present.)

3. Click the DOWNLOADS option.

4. Click the CHANGE button.

5. You can now choose the default download folder, which in this case, click the DOCUMENTS folder.

6. Click the SELECT FOLDER button.
