The Google Chrome is made possible by the Chromium open source project and other open source software. The Google Chrome blocks pop-up windows and redirects by default to prevent annoying pop up advertisements and protects you from getting redirected to malicious websites. Many years ago, advertisements were being forced to users by opening another web browser window and block the webpage that you are viewing and this practice has become rampant that browsers placed a setting to block them. Nowadays, advertisements are now placed on the webpages in an unobtrusive manner. However, there are still very few websites that uses pop-up advertisements and there are also websites that uses pop-up windows to send important messages. In case you are unable to accomplish a task on a website because it is using pop-up windows, like for downloading, you can set the Google Chrome to allow pop-up windows.
