The Windows 8.1 Taskbar is a strip located at the bottom of the screen by default which contains the Start button on its far left end and the time on its far right end as well as the pinned icons of installed programs in between. The Taskbar is basically the starting point to navigate through the Windows 8.1 system, it can be moved to any of the four sides of the screen, it can be widened to accommodate more pinned icons, and it can also be set to automatically hide. The Taskbar of the much older versions of Windows operating system can also be moved to any of the four sides of the screen but by only dragging it to the new location with the mouse. With Windows 8.1, other than dragging the Taskbar to its new location, it can now also be moved through the Taskbar and Navigation Properties.
If you share a computer with other users, like family members or roommates, you might find out that the Taskbar has been moved to the top, left, or right side of the screen. Sometimes, you just accidentally moved it with the mouse.
Here are the steps to move the Windows 8.1 Taskbar at the bottom of the screen.
1. Right-click on any empty area of the Windows 8.1 Taskbar and choose PROPERTIES option.

2. Under the TASKBAR tab of the Taskbar and Navigation Properties dialogue window, click the pull down menu labeled "Taskbar location on screen:" and choose BOTTOM option.

3. Click the OK button.

The Windows 8.1 Taskbar is now located at the bottom of the screen.
