The Windows operating system does not have a dedicated restart or shutdown button readily available on the desktop view or on the taskbar. Though it will only take a few clicks to restart the computer which you usually go from the Start button, it would be convenient to also have a button or an icon to click on the desktop. In this way, you can simply double-click on the restart icon on the desktop to restart the computer especially if it has become sluggish or freezing up. This is also ideal for security reasons especially if you need to restart the computer in a hurry. As always, it is a very good practice to put a logon password on your Windows operating system so that the computer will always prompt for a password after a restart. Once you have created a restart icon on the desktop view, you can move it anywhere on the desktop where it is convenient to you.
Here are the steps to create a desktop shortcut icon to restart the computer. These steps are applicable on Windows 7, 8, and 10 operating systems.
1. Right-click on a free area of the desktop view where you want to create the restart icon and choose NEW option, then choose SHORTCUT option.

2. Type shutdown.exe /r /f /t 00 into the field box labeled "Type the location of the item:" of the Create Shortcut window. The /r is the command to restart the computer, the /f means it is a force restart and it will forcefully close any open programs and documents without a warning and without saving any unsaved work, and the /t 00 means that the restart will commence right away without any grace period.

3. Click the NEXT button.

4. You can now name the restart icon, it is initially named "shutdown" by the system because of the name of the program being used for the commands.

Erase the initial name in the field box labeled "Type a name for this shortcut:" and type Restart instead.

5. Click the FINISH button.

6. Right-click on the new RESTART icon that you created on the desktop and choose PROPERTIES option.

7. Click the pull down menu labeled "Run:" and choose MINIMIZED so that the console window will not appear in the screen when you activate the Restart icon.

8. Click the CHANGE ICON... button.

9. Click the OK button.

10. Choose the icon that you want for the Restart icon that you created, which in this case, click the POWER icon to choose it.

11. Then click the OK button.

12. Click OK button again for the Restart Properties dialogue window.

The new Restart icon is now ready to use. You can drag it anywhere on the desktop where you want it to be.
