The Windows 8.1 operating system's power options has a Fast Startup feature so that the computer will start quickly. For laptop computers running on battery, the Fast Startup will still consume a little amount of battery charge even if the laptop is already turned off because the Fast Startup is waiting for signals to start the laptop which will drain the battery charge slowly. Therefore, turning off the Fast Startup will help conserve battery charge, however, the laptop will take longer to start from sleep as well as it will not turn on if it receives a signal to start over a network or Wake on LAN. Since laptop computers are not usually used as network stations that requires Wake on LAN feature but rather for personal use only, it is recommended to put the power option settings that will make it conserve on battery charge.
Here are the steps to turn off the Fast Startup on Windows 8.1 to save battery charge.
1. Click the POWER icon that is located in the notification area, then click the MORE POWER OPTIONS link.

2. Click the CHOOSE WHAT THE POWER BUTTONS DO link.

3. Click the CHANGE SETTINGS THAT ARE CURRENTLY UNAVAILABLE link.

4. Scroll down the System Settings window if it is not maximized.

5. Click the check box labeled "Turn on fast startup (recommended)" that is under the "Shutdown settings" category to remove the check in it.

6. Click SAVE CHANGES button.
